Airtel; sometimes, mostly no. Here my airtel struggles to even keep 50% of upload speed even under no load.
One must be doing pretty shady stuff if they wants to have up/down simultaneously for a residential connection.

actually Jio fiber does give simultaneous up and down but , there download latency is 78ms which is horrible for my use case .
