yup. you got charged for two different plans in the month so the final bill is higher than the cheaper plan you selected.
assuming you did pay for 1GB smartbyte add-on, it seems alright to me.
 
the bill is of the period from 5 september to 4 october. unless you changed your plan before september 5, this seems fine.
 
Key difference also is that you have been charged 99+tax for 1 gb of smartbytes. Thats approx Rs. 114 for you.

It does seem you plan changed on 24th sept, and you have been charged approx 1260 (between 1199 and 1299 as expected) + taxes = 1260+189=1449 approx

1449 +114 = 1563 approx which is the bill.

Next month without smartbytes you should get 1380.

Post previous month bill to see why it was not 1495 and closer to 1680.
