download speed drops when uploading to cloud provider on wifi

I am currently using wifi 4 and about to buy a new router. so I wanted to ask if there is something specific type of feature in the router I should look for so I can upload and download simultaneously.
Another question, my current monthly fiber plan has a limit of around 2TB, so does the uploaded data count towards this bandwidth?
 
Upload data is counted. Any kind of internet data transfer counts towards your bandwidth usage.
Look for wifi 5 MIMO, this will make sure you can do both with minimal penalty on quality.
