Downloading on BSNL 3G Sim not constant

Hi guyz,
I am new to this forum.
I purchased a BSNL 3G sim with 3 month UNLIMITED plan started from 16December.
I was using my Nokia 5800XM as 3g modem in my laptop with windows 7 ultimate OS.
Currently i am in Ganganagar (near RT Nagar).I was getting different speed at time of downloading.But the main problem was in network monitor graph i found that downloading keeps on disconnecting and auto resume in each 10-12 seconds.
Later i purchased Huawei UMG 1831 [SAD no voice suport ).Got better speed then 5800XM but the problem is still same .
I am attatching a pic regarding this problem ..Please suggest me what to do

yes bro,dats true,,, i m getting nice speed but the main problem is it reaches zero after each 10-12 seconds and starts increasing again..
i am not getting constant speed
