I'm getting exactly the same problem as Verminox. For the past eight months (at least), I've my MTNL connection has suffered from crackly landline, slow internet speeds and frequent disconnection (reconnects almost immediately). The 1-9-8 digits on my phone are constantly hot I've dialled it SO many times - I know the automated options so well, I can now report a fault in under 15 seconds! Thisngs came unbearable when, a couple of times after the visit of an MTNL technician to fix my crackly landline (he cut the external wire on a Saturday afternoon without bothering to ring my doorbell and tell me), my internet connect was totally, irrevocably lost.
Anyway, as per the advice of various MTNL technicians, I have bought a new landline, had my external wires cut, cleaned and reconnected about 5 times, upgraded by Triband package and bought a new WiFi router (separate problem I think). I have also just replaced my modem (from D-Link GLB-502T to DSL 2520U). The latter was after FOUR MTNL engineers eventually came to my place (after SO many calls, emails to the [email protected] and, most recently a visit to the exchange where I stood there and refused to take more mobile numbers of MTNL engineers (I made THEM call), making them assure me of a technician visit to my place). The first day the engineers came, they had spent a few hours apparently checking and "fixing the line". Then they messed around with my modem, made a few phone calls, prodded around on my laptop and eventually told me that the line is working perfectly from Prabhadevi to Bandra Reclamation, to my area and that, 100% the problem is with my modem. I replaced this with the little 2520 and configured it the same day. Still no connection (laptop connection to WiFi fine but no connection to internet). I called D-Link and we went through all the diagnostics but could not establish a connection. The guy concluded that the problem was either my MTNL username or password, or a (dreaded) line problem. I managed to get the MTNL guy back the next afternoon. After an hour of messing and more secretive phone calls, he got it connected. He said that my username and password had (somehow?) bet changed and was now reset. HALLELUJAH, it was working...
It didn't take long before it lost the connection though. It seems to be worse in the morning and early evening, during which it can disconnect on average every 5-10 minutes over 2-3 hours. Really frustrating. If I had the time, I'd pay the dgm a personal visit - I don't know what else to do. Here's are my current ISP stats (oh, my internet connection just died and reconnected 4 times in 5 minutes!!!!):
