Ahead of the April-May Lok Sabha elections, the Election Commission has issued fresh, comprehensive guidelines for political parties on their conduct and manifestos, cautioning them against making tall promises because in reality distribution of freebies of any kind “influences all people” and “shakes the root of free and fair elections to a large degree.”While the EC has agreed in principle that framing manifestos is the right of the parties, it has refused to overlook the undesirable impact of some of the promises and offers on free and fair elections and on maintaining a level-playing field.The EC has directed all parties and candidates to ensure that their manifestos reflect the rationale for the promises and broadly indicate the ways and means of meeting the financial requirements. “The trust of voters should be sought only on those promises which are possible to be fulfilled.”Manifestos should not contain anything repugnant to the ideals and principles enshrined in the Constitution. The parties should avoid making promises that are likely to vitiate the election process or exert undue influence on voters.

EC drive to link electoral rolls with Aadhaar from March 1 - The Hindu

The Election Commission would launch a drive from March 1 to link Aadhaar number with electoral rolls in a bid to weed out multiple voter cards and bogus voters and put in place an authentic database.

The linking of electoral rolls with Aadhaar would, however, be voluntary.

The proposed drive would help overcome such problems to a large extent, the CEC said, sating that would be completed in 676 districts across the country by August 15 and North Eastern States and Jammu & Kashmir would be given a couple of months more time.

Asked whether EC would initiate any steps to act against political parties for keeping promises made in their election manifestos, Mr. Brahma said asked: “What can we do? Can we hang them? It’s not possible. However, voters act against such parties on their own every five years”, the CEC said. He, however observed that only 5 pc to 10 pc promises made in the manifestos were implemented by parties.

Election Commission drive to link electoral rolls with Aadhaar on March 3 - The Economic Times

Under NERPAP, voters can feed their Aadhaar number online using the National Voters Service Portal (NVSP) or through a mobile application likely to be available by first week of March. The facility of feeding one's Aadhaar data by sending a simple SMS/email to a designated number/address or making a call at '1950' to state and district call centres will also be available. Alternatively, the details of one's Aadhaar and EPIC may be submitted in hard copy along with photocopies of both the documents.

Where the voters don't feed their Aadhaar data voluntarily, EC's poll machinery, or the BLOs, will collect these details from electors by conducting door to door surveys or through voter facilitation centres, e-Seva centres and citizen service centres authorized by the district election officer (DEO).

The de-duplication will then be done by EC technical staff by matching the identification details on Aadhaar and EPIC databases so as to eliminate bogus EPIC holders.
