Erratic latency and Packet loss (bsnl Kolkata)

Anyone else in the Kolkata area getting this ?
Attenuation Up/Down: 3.5 dB /23.5 dB
SNR Up/Down: 18.1 dB/28.5 dB

Lost packets, wildly fluctuating latency.
If there are too many packets i can completely disconnected from the internet. When this happens and I try to dial into bsnl i get the "the remote computer did not respond", or "the remote computer took too long to respond" error.

I'm running on windows XP.

Also, i get this problem only at certain times of the day, most notably during the nighttime unlimited period
