Hi

I had this problem since 2 weeks, so I did like to share the solution and experience. Sorry if it is a repost.

First to tell BSNL customer care/staff is getting better , they now try to find solution at their level best.

Reagrding error 678 it either ISP or system probelm

First reset your network adapter by uninstalling in the device maanger and re-install the driver after restart.
and
follow below link for system issues.
You may receive Error 678 or Error 769 when you try to connect to the Internet or when you try to browse the Internet after you install Windows XP Service Pack 2

ISP : If the ADSL light in the modem is not on , then contact your area JE or AE to reset your BSNL port (each BB connection has a seperate port to connect to BSNL)

PPPoE down - all the lights are on but still not working, then contact your area JE or AE to assign a new port for your connection.

Hope this will help. It took me two weeks for BSNL to sort this out.
Its better to check your modem and system with any alternate source to find they are working fine.
