EVDO Settings on Roaming

Hi,
I am a user of BSNL EVDO and use the device primarily on roaming.
I had purchased the device in Lucknow and use it in Pune. While in Lucknow, the speeds are fantastic...but as soon as I enter in Pune, is becomes **dead slow**.

I tried changing settings of the device using Qualcomm PST but it is so damn technical I dont understand a thing

Can someone please help me with it...or at least tell me how to unlock it's SIM...I have a SIM-less device which does not require a SIM.

Its dead slow in Pune, that's the reason I left EVDO services of BSNL. But still try to connect in EVDO only Mode.
