if it's wrong, start by stopping paying for it. you are enabling him. you are just assuming that he is using the connection illegally. from what you are saying, he needs to have his residence in another colony where excitel IS offering services. and he is laying down his own cables in your area where excitel is NOT offering their services. if the excitel lco of that area is not interesting, the best you can do to identify his excitel account is his address. and write to their facebook page.

plus from the looks of it, this is working well for you if you are paying for the service. if there was a better option available, i am guessing you would not have taken services from him in the first place. so why ruin something that works for you?

check what is the ipv4 address allotted to you

or if you are using a router then the ip allotted to your router

contact excitel with public ip address (check on speedtest.net) with time and date stamp and your locality may be they can identify the user

you know his pppoe name! you have his address. you have excitel's corporate address. send a complaint! why deal with call center people who are practically useless. they are active on facebook. they have a postal address and email addresses.

for an isp, it's insane that they do not have an abuse email address.

in the end, if excitel does not respond to your complaints, i guess they are fine with what this local guy is doing. so enjoy. because excitel itself seems to be operating without any isp license when i last checked.
