If Excitel gets big enough, will they deploy their own domestic and international routes like Jio or Airtel?

Getting stakes on international cables and landing stations are not cheap.
They're better of peering to almost every major player domestically and getting transit for international bandwidth.
For player like Excitel they would serve 70-80% traffic through domestic peering from CDNs and major players like Netflix,Amazon,Google,Facebook etc.
