Extremely slow speed for video streaming

Friends, I am using a 3G SIM and get speeds in the range of 1 to 2Mbps while normal browsing and HTTP downloads.

BUT, while streaming videos from any site (youtube or any other...) it crawls. Even less than 256kbps and sometimes 15kbps!!

This is the speedtest result taken just now

and exactly at this time streaming is happening between 75-300kbps. not going beyond.

what could be the reason? Is it the same at your end?

Is this slow buffering speed something to do with BSNL3G being shared ip?

Youtube restricts the bandwidth per user.Problem is from youtube.
