Just registered a complaint about MTNL not increasing my downstream from 2052 kbps on 2mbps plan, it should be 2300-2500kbps . Lest see if this works .
Best of luck pal, I once complained because bsnl had set the downstream as 3999 I think because of which I never used to get good speeds on my 4 Mbps connection but nothing really happened - but that was a long time ago
 
Just in Summary:
- No competition in BB except Top Metro Cities
- BB Costs high w.r.t. Income
- No quality control & check on BB ISP & Services
- Better Formula for FUP eg- [Price(In Rs) = FUP(in GB) * Speed (in Mbps) * 10 ]

Now coming to topic,
Recommendations of TRAI not being implemented (512 kbps min).No proper resolution of complaints - Nodal officer (or equivalent) resolution process looks like a joke the way it happens
 
1. Poor after-service whether it be line speed,line quality etc (many suffer just coz the line quality provided is not good causing people to shift to an inferior wireless service.

2. Telephone exchanges setup in town are just not ready to do anything, their knowledge about broadband etc are nil.(mostly pass thru exam and become jto, sdo without knowing the real life technical solutions for the problems).
2. No competition at all in small cities/town for wireline broadband.
3. No benchmarks set for the isp's by TRAI or DOT. Fine ISp for a downtime, min speeds not met(happened to me sometimes),resolution of complaints should be done within some time-frame.
 
Well monopoly in almost all cities except for few of them. Policies not being implemented. Pure broadband experience without interference from is (smartbytes).
 
There is no mechanism where I can check the feasibility of broadband availability in a particular area. For eg : I have no idea which ISPs are operating in my area. I enquired airtel and they don't have presence. So, do I need to enquire each and every ISPs of Mumbai if they are available in my area?

Technically Yes. although some providers like Airtel, Reliance, ACT, Tikona etc do have feasibility check option listed on their website as an alternative to calling

But there must be some mechanism where we can check which all operators are present rather that going on each operator website and checking which building is available.
