I think it would be best if you get a written reply from the LCO or BSNL about the reason for repeated interruptions and disruptions. They can certainly say wires are cut and junction boxes are stolen.
Take this complaint to the Local Police Station and file an FIR. Let this anti-social and anti-nation behavior go on record in the legal and judiciary.
