FIXED LINE IN AIRTEL FIBER

I live in a tier 2 city here I am using fiber from last 3 years but still there is no sign of airtel fixed line . can you guys suggest what Can i do to enable it or only airtel can do it? Also please suggest the steps. also would it help if I complain in consumer forum citing services not delivered as promised? wiil it help?

contact your local airtel tech and ask him to configure VOIP

he simply states airtel has not started fixedline yet ! always ignores stating you are not the only customer. unaware of voip. ALSO AIRTEL HERE IS LCO BASED .
