For Last 3 months experiencing low speed, packet loss and latency .

Hi ,
I am using Reliance broadband since 2 years from now . But from last 3 months i am experiencing very low speed , packet loss and latency. I am on 1Mbps thunder plan . I live in pimpri chinchwad area . I have tried everything from registering a complains several times and also have gone to local server station office , but of no use. Is anybody having same problems , living in same location .
What can I do further to resolve the issue.

From last 3 months? Would you be surprised if I told you that this is going since last 7 months, i.e. since January 2013?
Get rid of Reliance. It's never going to be fixed. Trust me on this one.
