Frustrated with high Latency: Can I contact upstream providers?

I have been experiencing high latency issues for the last 15 days. I am consistently getting over 100 ping in Valorant. I called my local ISP and informed them, but unsurprisingly, their promise to fix the issue remains unfulfilled.

I scoured the internet for solutions when I happened to come across PeeringDB. After looking up my ISP (PeeringDB), I found 'Bharati Airtel Mumbai' and 'Sify Greenfort- Noida' listed under 'Interconnection Facilities'. Now, I'm not an expert in networking, so I came here to ask if these two are what you guys would call upstream providers? And, given my ISP's incompetence, is there a way to directly contact either of these companies to report my latency problems?
 
Talk to your ISP, visit their office if you have to and provide them details about your issue. Yes, those are your upstreams according to the site but other sites report at least AS9730 (upstream) and AS133676 as peers. They won't listen to your request since you are not their customer.
 
I used bgp.tools and bgp.he.net. Simply said, Upstream is the one that provides your local ISP access to internet and it costs. Peer is where your ISP shares access to resources to another ISP and vice versa for mutual benefits at no cost to each other. For details, just do a web search.
 
Interconnection Facilities under PeeringDB means that these are the locations your ISP is housing their own equipment/DC location.

This does not necessarily mean if they are buying transit from them as well.

Based on lookup for AS149222 DREAMNET GIGAFIBER PRIVATE LIMITED, they appear to be exclusively buying from Airtel's regional subsidiary.
