Get 2mbps Download Speed on MTNL Broadband Freedom 800 Plan

No I have 795 plan.

I'm upgraded to 2000 INR xpress plan for new year, till now I've never seen 2mbps down and 0.75mbps up as promised.
Max i've seen is 1.8mbps and upload is terrible always below 0.40mbps.
I'm using reliance netconnect + when i want to upload because it offers 1mbps+ up.
No use to call call center of mtnl mumbai, they just forward to linesman and he just calls the next day and asks if internet is working and slams the phone.
I'm only using MTNL mumbai because it's reliable without much downtimes, otherwise i'd like to go for something worth my money.

This works only for Home 800 and Home 800 combo plans in Delhi. A glitch at MTNL's side
