Getting Error Code 651 while connecting to BSNL broadband

Hi, Since today I am getting error code 651 while connecting to my old UTStarCom WA3002G4 modem. Can someone please throw some light on this ? Thanks !

Thanks meetdilip. Yesterday I have raised a complaint with BSNL. Also I have fiddled with config site and set up the below.
VPI/VCI Con.ID Category Service Interface Protocol Igmp QoS State
0/35 1 UBR pppoe_0_35_1 nas_0_35 Bridge N/A Disabled Enabled

After that the problem is gone. Is this the correct config ? Please confirm.

Everything is up & running now. BSNL has confirmed that the server at their end was down, hence the problem. The beauty here is why does it report as error 651 as if it is a hardware problem at my end. God only knows BSNL.

Mostly such errors are system errors which are mostly at BSNL end.
