Good EVDO Modem/Dongle for running 23 hours a day.

I just came back from the BSNL CSC and they confirmed that I can get an EVDO connection at 400 for only sim and 1352 for data card also(forgot to ask the name of it) but I think its the Pritvi one). Anyways, if I need to buy a modem, which one will be the best? Suggestions? And also what are the chances of getting the Photon Max modem unlock successful? Percentage? At first I planned to get a router and the pritvi modem. But one of my friends suggested to get the Photon Max. My budget for Modem + Router is 3000. Please suggest what will be a better option.And one more question, how good will be the signal strentgh from the 1st floor if I live around half a kilometer away from the BSNL tower?

Ensure that BSNL tower is belongs to EVDO or 2G or 3G. Even though it is belongs to EVDO i will not recommend this for you. because the speed is pethetic.
I can recommened photon max. but you cannot use it for 23 hours. since, there is no unlimited plans.
Before purchasing any 3g modem ensure it belongs to Huawei. u can unlock easily. (I thing photon max dongles are HUAWEI product).
 
I am getting the photon max wifi. It does have sim slot, right? And if I unlock the modem I can use the BSNL EVDO sim with it? That makes it even better choice. I don't have to get a router. I'll just use my current one to extend the connection!
