the point is. he works for mtnl. if he indeed works.mtnl is a government authority. the dude would have little powers in his hands. the hierarchy is worse in government jobs than it is in private jobs. he is most likely hired in a very unprofessional manner and would have received little training if at all.

There is an upside to it
Controls / accoutability is less in case of Govt organizations. So if some line gets upgraded to 10 mbps then it remains there for ages that would be a real help. No one would bother to track such things in govt setups.
