What is the latest official build for this? My cousin has this and I think his is on 4.1.1 or 4.1.2. I guess this model is out of Samsung's update cycle?

Exactly. Android versions doesn't matter to most of the users. Hell I've even seen people running Gingerbread on it.
Resetting it would improve the performance no doubt as TRIM is not available on OS below 4.3.

By the way... Remember my cousin who bought the Blackberry Q5? He now loves that phone. Told me that since he got used to it, he has stopped using his iPad for mails.
