I have few questions related to NIB, specifically for bsnl NIB:
1. What is the difference between BSNL Exchange and BSNL NIB? Is bsnl NIB in any district a kind of big exchange headquarter for all small exchanges in that city or in that district?
2. Is NIB present in every tier-2 and tier-3 city of a district (i.e., multiple NIBs in a single district) or there is only one NIB technical headquarter office in each district of any state who provide internet to all nearby exchanges in that city or district?
3. How can any bsnl customer find address and contact details of BSNL NIB in its District?
4. Who actually controls our bsnl DSL broadband or FTTH's profile settings and Speeds and who is responsible for rectify the other technical issues? Local BSNL Exchange or only District NIB office?
5. Is NIB office in any district bound to provide customer service directly to customers if any customer call to them or it is only answerable to bsnl exchanges or bsnl customer service center offices?

Only 1 Gbps for each of the two OLTs for the LCO in my area. They have 800+ customers. The bandwidth the customers get is absolute trash.

1. NIB (National Internet Backbone) is a network spreading across the nation via Fibre Optics cable. BSNL Exchanges are where the NIB is linked up with that particular state or district. In a state, there can be more than one exchange. If you have a problem with your connection, first go to the exchange where your cable is pulled from in your district, if that doesn't fix the problem, then go to the main exchange in your state.
2. NIB is the whole nation. It's a network, not an office or exchange. It's like asking is Jio in every city or district. NIB technical team are located in the main exchange of every state. This is where you can find network engineers and get information.
3. Welcome to India. BSNL is a government enterprise. Like everything that's Indian government, organisation and discipline do not exist. You will need to jump through hoops, perform some gymnastics in some cases to find anything. Keep in mind again. NIB technical team are located in the main exchange of the state.
4. For BSNL, they are poor from decades of dumb-assness. So they outsource to LCOs. For FTTH, it works like this: Fibre network from NIB>Connected to the BSNL main exchange>Fibre Cable from main exchange to OLTs of LCOs>Customers. For profile settings and billing, they are controlled by NIB team at the main exchange. But also LCO has access to profile settings because you are connected to their OLTs which are owned by the LCOs. Technical networking issues are handled by the NIB in the main exchange. If your cable is cut, go to the LCO. If the speed is slow first approach the LCO and demand them to tell you what is the bandwidth they are given to their OLTs from BSNL. If you realise they get only 1 Gbps and not 10Gbps+ you need to go and shout at the NIB team in BSNL main exchange. Then they will give in and tell you to talk to GM/CGM. GM is second-highest ranking, CGM is the highest ranking in that particular BSNL circle.
5. This I think varies from state to state. In Meghalaya, NIB has direct access to customers. So I can easily contact the network engineer to raise issues and get information.
Long story short. Most ISPs in India depend on BSNL's NIB. NIB is all over the nation, including remote isolated areas and border areas. No other ISP has this much potential advantage. But due to dumb-assness, BSNL sucks big time.
