Has BSNL stopped charging rent for ONT?

I have BSNL FTTH taken directly from BSNL. I have taken TYPE A ONT on rent. But in the bill they dont charge rent for the ONT. In the bill its written like this
"Plan FTTH-FREE-NON-WIFI-ONT-TYPE-A". Anybody has any idea?

My bill comes 990Rs for 50 Mbps plan 600 Gb data
 
BSNL Kerala website does have the below mentioned, which would mean for new customers there is no rent for ONT if taken directly from BSNL. However majority of the customers are provisioned through an LCO so these offers wouldn't be applicable for them.

** Non - WiFi FTTH ONT ' free of cost' to new BB customers with FMC 499/- & above for a committed period of six months (at least). If a customer surrender his broadband connection before the expiry of six months (committed period) from the date of activation, ONT will be recovered and also usage charge of Non - WiFi FTTH ONT shall be adjusted from the plan/ONT security deposit . Also FTTH ONT rent of Rs. 90 waived only to the existing DSL/FTTH BB customers who opted BB plan with FMC Rs. 599/- and above under Annual/higher payment option
