High Latency During Evening Hours

It seems that the latency of my connection shoots up to between 250 - 400ms when pinging a Mumbai server from Kolkata. It happens especially in the evening hours.

As a result of this, the speed reduces from the alloted 4mbps to a meagre 250 - 360 kbps.

The latency remains normal during the day time and also late night, but is badly screwed up during the evening.

Also noticing something strange:-

No matter what server I am trying to make a trace route of, the first hop is always timing out.

I'm from Kolkata too; I've seen this problem for the last 2 years.It's not just in the evening; the latency spikes and packet losses can happen at any time during the day; but yes primarily between 11am and 7pm.1) Terrible or nonexistent backup networking during repairs/outages2) Very low quality wires to save money3) Bad routing, frequent routing changes4) Low priority traffic because of the above 5) Weird government policy to limit bandwidthAnyway there is no way to fix this. You could get an airtel or reliance connection as a secondary in case your connection becomes erratic but they are both equally unreliable and more expensive than bsnl. You can hope they won't both become awful at the same time haha.I guess you could go and complain to the exchange but they will probably either not even bother to listen or not understand.I'm pretty sure bsnl also says that they provide no guarantee for any kind of quality of service; which is basically a free ticket to have crap internet forever.
 
hmm...I lodged a grievance with the DGM Broadband of CAL TEL and he called me up to say what they can do if there's a "traffic jam" :PI have a Photon as a backup connection...but that doesn't help much either. I don't have access to any other ISP in our locality apart from BSNL.So I guess there's nothing to be done at the moment except to hope that the "traffic jam" clears up
 
airtel is in almost every area in and around kolkataIf you are on PPoE, try reconnecting with a different dns server - sometimes helps.*Right* now aka between 11am-2pm my latency and packet loss is more or less fine. I saw some erratic connectivity at around 11am but it seems to be ok for now.
