Noticing horrible latency on BSNL FTTH today.

Getting back to normal.
Sadly, I'm suffering from internet issue today.
Suddenly got Red LOS at 7 P.M. Today and after it got repaired in few minutes, Low speed problem started to occur. Contacted SDO and he said this :
Well, My ping is working fine and there is 0% Packetloss but Internet speed is 1 - 5 MBPS. Somehow able to view Youtube videos at 1080p60fps (high bitrates too).
P.S. : Facing similar issue on Airtel Fiber too. (can be same connection getting some major failure between this, or coincidence.) Not faced Red Light but it is also 1 - 5 MBPS Speed with 5 - 10% packetloss
