High latency to gateway since 4 days (Gurgaon)

Earlier i used to get 2 to 3ms latency to the gateway but since 4 days i am getting over 9ms latency. 4 days ago there was a downtime of 4 hours then when connection came up i am having high latency. Anyone from gurgoan can confirm the same?
 
What is the optical power ?
 
Optical power is solid -19. Moreover optical power do not alter latency since fiber is base to light which is constant. You will see packet loss or complete internet disconnection and bandwidth issue due to low rx power not latency.
