Ohkay if the problem is with real world speed then can you check whether YouTube/Prime Video downloading gives full speed?

downloading is fine. 100%

I mean not 720p video from YouTube. If you have premium then try to download 4k directly or use any other reputed site to download 4K video because 360p & 720p are always cached and will always give best speed.

Alright, then it's something to do with buffer thing someone once mentioned I remember it. Now experts on IBF can answer this.
Have you tried using different browser or on Mobile too with desktop mode on chrome?

yes, in mobile with 5ghz and 2.4ghz both gave same issue, Instagram video ran blurry pixelated. also browser change does not help
