Home 500C :: Extremely low download/upload speed

Hi Friends

I'm experiencing extreme low download+upload speed (uTorrent) on my connection after a shifting of phone. Earlier I was getting around 220-230 KBps download and 72KBps upload speed simultaneously. But now its max 100-120KBps download and 10KBps upload speed And the speed is fluctuates drastically making sine weaves graphs (high and low).
Please help me.

ALSO ISN'T THE 500C plan 1mbps and 512kbps after 15gbs FUPBSNL only provides 256kbps upload

What the hell BSNL is doing ? They have caped the upload speed and not giving the committed 250KBps download speed too.
