I think it uses a different protocol. But if you are referring to your Android screen mirroring - that is there.

I am not able to cast my screen using Google Home app. It says my device is not made for it ( something like that ). I get a lot of hang issue with Chromecast. No matter I use LocalCast app or Google Home.

Which model are you using? I think only after Kitkat the casting works fine from Google Home. I too had an issue with old Xolo Q700 which was JellyBean. Its fine now with Redmi 1s which is on Marshmallow

Frankly @Nishant @Sushubh may have a better idea. Soda Player in Windows casts videos from PC. But I am guessing thats not what you are looking for & you are looking to control things from your mobile?

Make PC behave as server, fetch video through mobile app, cast it to TV.
