I think they are buying transit from tier 1 isps .Its not technically or economical for them to have undersea cables to every nations across globe isn't it . They also have to maintain it which is too.much for them
These multi tbps subsea cable systems will have huge initial cost so generally these are owned by 2 or more companies or by an consortium of companies.
Based on the investment and agreements they might have cable landing stations and set bandwidth on the cable itself.
Even if BSNL starts direct peering with internet exchanges they cannot have the capacity unless they upgrade. they have painfully low capacites for their own requirements like 10 g to many exchanges

Isn't bsnl upgrading it's network to Next Generation Network {MPLS-TP based Next Generation Packet Aggregation Network) ?
Any knowledge about how much work has been done to upgrade the network in PAN India ? Which cities are connected with next gen network ? @varkey
I dont think the work is progressing they are facing severe financial crunch not even able to pay salaries . Also have anyone noticed that 2 3 years before there was a news about BSNL upgrading their optical infrastructre from 10g to 100g (NG-OTN) which enables them to start 1gbps services. That work is also not completed. Thats why they havent started above 100mbps plans since they dont have the adequate capacity pan india , maybe some circles can have .
