From what i understand you want to receive call from someone who is sitting in US on your PC??

I am here in India, I m thinking of getting a tablet, which dont have call feature so I want to recive calls on it. hence some one calls me I want my tab to ring using the SIP provider...

so its INDIA( my contacts) from their mobile calling to ---> INDIA ( my 3g enabled tab)

Call forward feature of skype will forward calls that are received on your skype id to your phone. What you are trying to do is not possible...wait for sometime...there would be development on your device and someone will add call feature too

or India telecome authority will cancell call termination fee in India ... also I am foolproofing myself from non-developement of this feature...

is it +91 number ? cause you see what I am trying to setup here is when I get a tab, Its possible for me to call her using google voice but how can my SO reach me on 3g only tab ???

currently there is no way place calls from a PSTN phone/mobile in india to any phone on the net without incurring ISD charges..its illegal as the Govt doesnt allow PSTN-VoIP integration/termination..its only allowed one way..
