How to make my LCO reboot his OLT?

Can't say for sure, but based on your traceroute and pure ip geo data, it's possible your transit is now being routed towards Tata Mumbai DC instead of Delhi. So it's possible the same for everyone in your LCO.
If there's no DNS hijacking by excitel on your network, kindly do dnsleaktest using 8.8.8.8 and 1.1.1.1, to check their relay server location.

Also, The dnsleaktest page says my IP belongs to Jaipur.
 
@havoc bro, would you grant a stranger access to some network device in your home? I guess you would not. Now, think of it this way, why would an ISP permit a 3rd party access to their OLT or other critical network devices that provide services to their customers and risk an outage or worse? Heck man, they don't even allow us end users to change ONT WAN network settings :ROFLMAO: CPEs remain the property of the provider even if placed in our homes or offices. If you REALLY want to have that OLT rebooted please ask your LCO nicely...real nicely and may be he'd oblige but I doubt it. :D
