Nothing i think , you dont upload funds like entropay and pay 1-2 $ as a fee . It works like paypal , it transfers money directly to seller from the debit card . I think there is also a option to upload funds in it but i never used it .

There is always some commission. It's usually called currency conversion charges. Paypal eats up to 5% while sending and upto 7-8% while accepting the money.
When i buy another game i'll try to find how much more it consumes , so far i noticed nothing , bought a game for 5 $ in april and got debited 301.27 from my card .
HDFC is offering 1% cashback for all its debit cards on all international transactions.
I think governor doesn't have any idea about what HDFC is up to otherwise he would have exiled the HDFC.
