i like @pufl to try this out to see the mysterious BSNL network architecture 😌 perhaps we may able to find where the issue is lying.
on behalf that @JB700 Is that cf-wrap is free to use? i thought of it is a paid one!

@pufl You'll have to use static IP settings in Windows on your desktop and put default gateway as 192.168.1.251 then you should be able to access your ONT.

Once you are in ONT, you should enable NAT if its disabled, go to WAN section of ONT and set it to PPPoE and enter your creds. On BSNL you will also need to enter your VLAN I think, it could be configured already on the ONT by BSNL.

I did try this by configuring static ip in Windows with gateway assigned to 192.168.1.251. Trying to connect to 192.168.1.251 in this setup throws a connection timeout. Note that I have a Netgear router in between my machine and the ONU and my route is the one making the PPPoE login. My router has dhcp enabled (though I did try the same setup with dhcp disable, and 192.168.1.251 still didnt work). Thoughts ?

why not connect directly to onu and try the static ip? I;m not sure why its not working here

As @JB700 said, PC needs to be connected directly to ONU to access the webui by setting static IP.

I can give that a try. The ONU is currently in bridge mode, do I have to reset it to trigger DHCP to assign an IP to my machine when I directly connect it or I should be able to reach the ONU even in bridge mode when directly connected ? I ask because I am bit hesitant to reset the ONU as my landline is also driven by it and not sure if resetting the ONU is going to wipe config which I dont know of and will end up having to the call in the BSNL guy. Trying to avoid contact with folks given the situation outside as much as possible :)

No, you don't need to reset your ONU. Connect your PC to the ONU directly and assign a static IP on your PC in range of 192.168.1.2-192.168.1.254, then ONU can be accessible on IP 192.168.1.1

@Gokul Kannan I just tried it and 192.168.1.1 still times out for me. In my adapter settings, should the default gateway be 1.1 as well or is it 1.251 ? . I tried either, cant even ping 1.1 or 1.251 in either setup.

The default gateway should be 1.1. which is the ONU's IP.
I am not sure whether it is same for all ONUs.
