Yeah, seems so now. Till about a month back they used to let in guest chatters too. Infact whenever I tried to login as a registered user with my registered userid and password it would show authentication failure :-|.Why not post your location and whoever is from your city/town might know the local Sify number. Their 10 digit phone numbers never worked for me.Also why not contact your local CTO for a new Sify connection.
I also must say that thoroughly research the quality of service in your neighborhood, sify is known to be highly unreliable. Take it only if dialup is your only alternative.
