Iball Baton iB-LR6111A Modem Router Issue

Hi,I'm using Iball Baton iB-LR6111A ADSL router with BSNL broadband (2 Mbps/8GB connection). I experiencing a peculiar issue. While starting the modem, the DSL and Internet Lights will be always off and LAN light will be blinking, even after 30 minutes. This will be solved if I make a phone call (to any number) from the Land Line phone attached to the broadband. Then the DSL and Internet will be working. But the speed I'm getting is slow. While pinging google.com from my windows command prompt, I'm getting lot of "Request Timeouts". I have made complaint to BSNL and they visited my home and checked the connection. They said they could not find any issue from their side. Is this a Modem problem? How can I find out the reason for the issue? Please advice. thanks in advance.
