This appears to be factually incorrect. Domestic card means that the bin on which card is issued isn't advertised internationally. So they can't just 'activate' international transactions. Or they could mean that even though the bin was international, yet they were marketed as domestic cards and ability to transact internationally is activated in background. This won't mean if the transactions are actually enabled.
Only American brand cards don't use otp or 2fa, all other domestic card schemes use otp or 2fa on every national or international transaction, China's UnionPay international, Japan's JCB international are few example.
