International speeds throttled on Powernet/Tata Backbone

I am using broadband from lco who is using Powernet Communications Pvt Limited backend which further uses Tata Backbone for international Transit.
I am expereincing quite slow speed on international servers . I am on 40mbps plan but speeds on intl servers is 3-5Mbps only.
Peering speeds are fine and speeds from Delhi servers are also good. That rules out the possibility of problem at LCO's end.
Anybody on Powernet ISP/Backend can verify if this issue is from Powernet or something else?
 
I used to get good speeds when I was on Powernet

I'm currently with Excitel Fiber though, so can't verify current situation

@JB701 Yeah I read your Post. Quite detailed.
I am paying 500/month for 40mbps. Excitel would be little costly for my needs and monthly plans are almost 1.5x than my current lco.
Another option is to use Daksh Broadband which is offering 50mbps/Rs500 . But i am not sure how good there services are. Also they are not providing peering services as per lco. If its same issue of Intl speeds with them too then no benefit of wasting installation charges of Rs1200+.
 
Daksh Broadband resells DEN Boomband which uses Jio for transit. I heard they can be good.

Your ISP is having a shortage of transit I guess and the ISP does not want to take additional bandwidth maybe. I have a 60 Mbps link and I get near about 58-59 on Tata transit
