Is it possible to regulate 3g data on individual phone numbers ?

I have been using BSNL 3g for some months now.Everything was working fine till two days back when the 3g internet stopped although 3g "signal " was fine.I complained to 3g customer care who told me that I would be able to access 3g before 4pm and the 3g internet did start by 4pm.Although the 3g internet again stopped after about 3,4 hours but now it is normal again.So I was wondering whether 3g companies are able to regulate 3g data access for individual phone numbers or not ?I am asking because had it been some issue with the tower signal ,the customer care executive could not have determined that the 3g internet would be restored after 4pm.
