Is my Broadband Speed Correct?

BSNL Dataone 1350UL
I have BSNL Broadband with Plan of BBG Combo ULD 1425 which mentiones 4 Mbps upto 20 GB, 512 kbps beyond 20 GB,
I have checked the speed at the start of the month :

Shouldn't I be getting a speed of around 3-4 Mbps or there about on speedtest.net according to the plan? After the data limit i get .40 Mbps.
Kindly explain the speed convesion method.
 
Post Line stats. You should get 3.6-4mbps.
 
I have Netgear Router connected to Nokia/Siemens Modem provided by BSNL long time ago:
Data from Modem
Downstream Data Rate 1996500 Upstream Data Rate 494600 SNR (Downstream) 35.0 dB SNR (Upstream) 18.5 dB Line Attentuation(Downstream) 19.5 dB Line Attentuation(Upstream) 10.0 dB Connected Standard ADSL2+
 
Your ADSL profile is set for 2Mbps downstream. Please visit your exchange and ask them to set it to 4Mbps.
unless this is changed you won't get more than 2Mbps.
 
All other details are fine?
I am thinking about shifting to another provider but no decent provider coverage in my area :(
