anyone facing voice call issues with Jio? I mean connectivity to other operators

I get the message "All routes are busy" at times. Works fine when I dial from another SIM
Same here. I get a msg "This call cannot be completed" when I call Idea Maharashtra numbers. Called the customer care now. They confirmed that they are facing connectivity issues with 3 operators in Maharashtra circle i.e. Idea, Airtel and Tata Docomo. Didn't ask about other circles. BTW.. I am dialing these numbers from Kolkata.
My youtube speeds are fine. and I also got a new Jio SIM with a validity of 90 days again 
(since my old sim was wrongly activated as a local customer even though I am an outstation customer)

For 2 days, same problem was faced in Gujarat circle also, calls to Idea and Airtel.
So this is still going on? Most of us got sims in May and then too we had this "system problem". 1 month gone and this still an issue, seriously WTF!
I faced this issue in Bangalore early June. Couldn't call from or to Jio no matter what. They said they were doing tower maintenance and hence the issue.
I think i have figured out why some YouTube video buffer and some play completely fine. I notice some stream host have higher latency and they perform poorly and other are completely fine with latency 70ms and work flawlessly playing HD, 4K videos.
