Is there benefit to complained about BSNL EVDO low speed?

Hi, I am using BSNL EVDO and i receive 4 bars of EVDO signal (-79dbm) at my place. But despite of good signal strength my average downloading speed is 10KB/sec to 15KB/sec(Less than 200kb/sec) most of time. I hardly get up to 400kb/sec speed only for few minutes in morning time.
I want to know. Who control our speed. I mean is this the operator who decide. How much speed would user gets. Do they have access to control our speed by their systems. Do operators use any algorithm to control customers internet speed.
-Would there be any benefit of begging for the actual speed for what i am paying?
-Can they really increase my speed?
-Should i fill complained against my poor EVDO internet speed?
Since this is wireless internet so i have no idea how they can increase my speed unless they are stopping user speed.
If there is anyone who has/had worked as a operator please tell me. If operator reducing my speed and i can beg for giving me actual speed i am paying?
 
Wireless broadband especially the 3G & EVDO based are completely location/BTS dependent which means that the performance can be really good at one place and very bad at the very next BTS (Tower) at just 2-3 kms distance. Speeds vary according to the number of users connecting to a particular at a certain time. Many of the towers are poorly maintained and hence are prone to poor performance and especially when its BSNL.
So first of all if possible you need to determine whether its only you whose speed is affected or its the same for all users in the area (which most probably will be the case).

Operators give their network roll out & maintenance contract to equipment vendors like ZTE, Hauwei, NSN (Nokia Siemens Networks), Ericsson etc. Operators like BSNL provides the vendors with an estimated Bandwidth requirement and Networks profiles e.g. if a particular tower needs to support 3-4 mbps or 6-7 mbps in case of high revenue site or 10-12 mbps in case of sites in posh areas with good revenue estimates.Then its upon the network vendor on how much better implementation are put on the ground. Since these vendors control the maintenance, they have those algorithm which controls the site performance in a particular area and deal with the downtime etc. An overall monitoring is provided to the operators and the local area Technical officers/technical teams are provided with the contact details in case they have to raise/deal with any issue.

Your issue will most probably be related to the network overloading in the area combined with the poor performance of the BTS. BSNL is known for being not so good in terms of maintenance. Only thing you can benefit with is talking with the SDE in-charge handling the EVDO/3G towers/broadband (since mostly they are same). Else complain with the DGM of the area and persuade him for network analysis in your area from their network team. Yup I have seen them visiting at couple of places.

If its a network issue it will be a really long process till you'll get to see to ground improvements knowing BSNL.
 
I am from Ahmedabad Gujarat, my near Railwapura Tele exchange within 1 Kmt. i chek bsnl EVDO speed on my place.I get 3 signal bars. Browsing speed is around 300 kbps, and the downloading transfer rate is around 37 kbps.It is very low .Es liye mene BSNL EVDO lene ka plan cancelled kar diya.BSNL EVDO ki speed bhot low hai.
