So they removed Jiophone plans which were dirt cheap and renamed JioBharat plans as 4G feature phone plan. This is called BUSINESS.

But will new basic plan work only with feature phone or will also work with android phone.

I'd guess they might be whitelisting devices based on models; however, it'd be interesting if someone tries it on a regular phone.

iam still able to see jiophone 91 plan
so officially they have removed it from their website BUT if you are using sim in JioPhone then plan is still visible in MyJio app .
