If my understanding is correct then age of consent for sex is already set at 16. Its not 18.

Ok. I was wrong. 16 was under consideration but it was set at 18 due to pressure.

By age of 15-16, person may be mature enough to know that his/her act is against law.

If person decides that he never wants to get mature, law cannot wait for him/her.
Law has to take action depending upon case happened.

yep. I can see a few here myself
you know what, a loooot more aren't mature enough at the age of 16-18 compared to those at 50. And i mean a LOT. why? because they are still school kids. Most of them haven't seen or experienced the real world yet.
