No way. Its just funny comedy film!Billa and Ranga are two rajni's blockbuster movies. So they have kept the film name like this:)
 
Another point.. KIlladi / Khiladi is oiften used in local lingo to refer to guys, for whom in hindi we would use the word "Shatir" .
I am specifically saying this, because I think that is the intention here in the title.
So to rephrase - "Chalu Billa Shatir Ranga" would be a more apt translation in my opinion
