I know right ! If what the guy is saying true, the most speed I can get is 3.7 Mbps and that too at a distance of less than 3 KM from the exchange. I doubt that I could even get 6 Mbps and yet this stupid company keeps on promoting new plans. They really need to upgrade their infrastructure, There was a time when my broadband used to disconnect as soon as the street lights went on !

Almost all of the Bsnl exchanges are already connected with Optical fibre even in the villages. So the point of not enough capacity is vague unless there are no empty ports due to high number of subscribers in any area. The exchanges in urban areas are quite high capacity. 8mbps stable connection is quite possible for upto 2 kms given line is in good condition.

If you are using the bsnl provided modem then I would suggest to get a decent modem+router like D-Link 2750u or a TP-Link one. They do improve line quality quite a bit. You can get the speed of 7+ mbps if the profile is increased but I'm not quite sure about how stable it would be. You shouldn't quit before even trying though dealing with the illiterate engineers of Bsnl is always a mess. Same is true for top to bottom of this lazy a** PSU.

Low attenuation, high SNR is what is required. Here it is the reverse.

Some guys came and checked the phone line and since then my phone's dead, I dunno whether they are attending my complaint or some other but anyways, what I wanted to ask is it possible for a faulty modem to somehow limit the speed of download and upload to 4096 and 512 Kbps ? I'm asking since my modem is very old (got it when I first applied BSNL connection, I think 2005) so it's possible it might be nearing it's time.

A modem can only have impact on the Attainable rate which is there is your screenshot on previous page (~9612 & 1161 kbps). A better modem+router like D-Link 2750u or the TP-Link W8968 or for that matter any of the modem only from these DLink & Tplink would give you a better connection than the BSNL provided modem. They'll surely improve the SNR & reduce the attenuation and your line attainable rate will jump to something between 12000~14000 kbps as per my guess from my experience.
The 4096 and 512 kbps is in no way related to a modem or anything. It's just related to one thing and that is the BSNL server which stores the Line configuration details of every broadband account. For a knowledgeable BSNL employee (SDE) it's just a matter of changing options from a Drop Down menu on their system while sitting in the comfort of the chair of their AC room. Some call their backend team in bangalore to get it changed. So only way to get this thing increased is making these dumb people understand how their own systems work in front of which they keep sitting everyday. Many exchanges have their own technical team people other than the SDE and CC people who handle the front end dealing with the customers. They'll know about it for sure.

A bit off topic but if is there any distance limit from exchange for FTTH plans ?
I think it might help getting a better connection provided these dumbasses are interested in laying the fiber, Lol !

^^ that would be a dream scenario if they somehow agree to. Fibre is the best medium out there in terms of speed, stability, quality and performance. A typical single fibre installation using GPON (Gigabit Passive Optical Network) technology as done in normal Bsnl ftth deployments are capable of 10 km distance (can be 20 kms in some cases) from the ISP POP before its need another POP .
If you are lucky enough to get them to lay fibre then rest assured your line would be able handle even 100 mbps rock steady. Though I doubt that they would agree to do it for one customer only coz they like to do it once in for all i.e for whole locality.

So, the guy called from exchange and he says that he's still seeing my older plan Combo 630 Night Unlimited on his screen so I guess they don't know that I changed the plan ! He says he'll check and call.
In the meantime, the lineman came yesterday and he said that there are no line issues but my stats have changed quite a lot; I don't think it's because of the SNR Margin as I sometimes used to get 8 and at the same time, the attainable rate used to be around 7.5-8 Mbps. I even got 12 Mbps yesterday with no major change in SNR and Attenuation. What causes these fluctuations ?

Is it possible that just the line from the pole to my modem cause this much fluctuation ?
