It seems like new members have to be added to a 'family' or else they can't share the Microsoft 365 subscription.

Not really. We have people sharing the connection without being added to the family.

They must have been added earlier. My own group doesn’t appear in my family, but when I’m adding a new member to the subscription, it does.
