i think mtnl is offering unlimited plan 256kbps for RS 1399 in delhi.(excluding modem charges. please chk the tariff site)and yes i would willing pay around 750 for unlimited access(modem charges included)

Buy a single share of MTNL (Current price ~160) and you can legally get that information (Their rational for not launching that plan).
