you can choose the 599 plan, but will have to tell the cc to keep the upload speed to 256 kbps only due to problems in your line. tell them not to increase it to 512 kbps.you can also try bugging the MTNL exchange to change your line. but that could be a hassle.

okay thnks!!But i think doing all this will be a hassle!!! anyways its better I stick to the 399 plan!!!! anyways you r frm which exchange,and do you face any downtimes????also which modem r u using?? rented D-Link or your own???
